The Order of Reviewing of Articles submitted for Publication in the "Railway track and facilities" magazine

Scientific articles submitted by the editorial board of the "Railway Track and Facilities" magazine, reviewed by the highly qualified professionals that are part of the editorial board and by authors from the list of reviewers of the journal who have a degree and specialization closest to the topic of the article.

The article must be submitted to the reviewer in printed form and (or) in electronic form. When the reviewer takes the article, he must take into account that the article is the subject to copyright and cannot be disclosed prior to its publication. Reviewers are not allowed to copy the article and pass it to third parties.

The preparation time for the review is established by agreement with the reviewer, but may not exceed two weeks from the date of receipt of the manuscript to the reviewer. The reviewer may refuse to review within one week of receipt of the article and notify the editorial office about this.

The review should contain an objective assessment of peer-reviewed article indicating the relevance contained therein information, the degree of scientific elaboration of the problem taking into account modern achievements in this field, the specific contribution of the author, the theoretical and practical significance of the stated positions and conclusions, deficiencies, if any, and the advisability of its publication in the open press.

On results of the review following decisions must be made : acceptance the article for publication; acceptance the article for publishing after author’s corrections of the reviewer's comments with the subsequent direction for re-reviewing to the same reviewer; refuse to publish articles because of it is not in conformity with the requirements for the scientific level (in this case, the editorial board has the right to send the manuscript for referee report to another reviewer or to send to the author the motivated refusal to publish the manuscript with a copy of the negative review).

 The magazine staff provides review of articles on request, and also on requests the expert councils of the Higher Attestation Commission of the Ministry of Education and Science of the Russian Federation.

The author in case of disagreement with reviewer's opinion has the right to appeal to the Editorial Board with a reasoned request about the direction of his manuscript for reviewing to another reviewer. In this case the article is sent for re-reviewing or motivated rejection is sent to the author.

The decision about article publication is taken after reviewing the editor-in-chief of the journal and shall be communicated to the author. If there are negative reviews of the manuscript from two different reviewers or one negative review on its modified version of the motivated rejection of publication of the article is sent to the author. The maximum reviewing period (including repeated and additional review) is two months from the date of receipt of the manuscript to the journal. Reviews are kept in editorial office for five years after the time they were signed by the reviewer.
